The bill calls for designating the Russian Federation as a State Sponsor of Terrorism in response to the kidnapping, deportation, and forced displacement of Ukrainian children, their “Russification,” and the attempt to erase their Ukrainian identity. It invokes U.S. law authorizing the designation of countries as state sponsors of terrorism if they have repeatedly provided support for acts of international terrorism. The Secretary of State may rescind this status only if the Russian Federation demonstrates verifiable efforts to reunite the abducted children with their families and shows that the process of fully reintegrating these children into Ukrainian society is underway.

The bill provides amendments to the REPO for Ukrainians Act to improve the implementation of the seizure of Russian sovereign assets. It authorizes the transfer of frozen Russian sovereign assets into an interest-bearing Ukraine Support Fund, even without confiscation, and mandates quarterly disbursements of at least $250 million to ensure consistent financial aid to Ukraine. The bill requires detailed reporting on the location and status of Russian assets worldwide and directs U.S. diplomats to coordinate with G7, EU, and allied countries to repurpose a portion of those assets for Ukraine. It also formally recognizes the OSCE’s Porto Declaration, aligning U.S. efforts with the international consensus to use approximately $300 billion in frozen Russian assets to aid Ukraine until Russia ends its aggression and compensates for damages.

The bill aims to penalize and deter the People’s Republic of China’s support for Russia’s war in Ukraine by targeting economic, defense, and technological cooperation between the two regimes. The President must impose sanctions within 90 days on any Chinese individual or company that knowingly supplies or facilitates goods, services, or technology for Russia’s armed forces or defense industrial base, including items such as weapons components, radar systems, chemical materials, or advanced sensors. The sanctions involve freezing assets under the International Emergency Economic Powers Act and restricting visas and property access in the United States. The Act also requires an official determination on whether a provided number of major Chinese arms exporters for aiding the defense industrial base of the Russian Federation. Finally, it mandates the State and Treasury Departments to produce, within 30 days, a coordinated strategy with U.S. allies to align sanctions, export controls, and private-sector compliance measures to undermine China’s support for Russia.
