Congress and the American-Ukrainian Relationship:

Since Russia’s full-scale invasion of Ukraine in February 2022, the United States Congress has demonstrated strong bipartisan support for Ukraine’s sovereignty, security, and democratic future. Majorities in both chambers — across both parties — have consistently voted in favor of legislation that strengthens the American-Ukraine relationship.

In April 2024, the House passed H.R. 8035: Ukraine Security Supplemental Appropriations Act, 2024, with a strong bipartisan majority of 311–112, providing critical military aid to Ukraine. The Senate passed its corresponding legislation, H.R. 815, by a vote of 79–18, reaffirming this shared commitment.

Elected in November 2024, the 119th Congress continues this legacy. Based on voting records, 347 members — 65% of the combined House and Senate — are classified as Supporters or Strong Supporters of Ukraine.

The current Congress includes 9 new Senators (4 Democrats, 5 Republicans) and 63 new Representatives (33 Democrats, 30 Republicans). Of these, five new senators previously served in the House — their House voting records carry over into their Senate evaluation. New Members will receive ratings once they participate in relevant votes.

It features updated scores from both the House and Senate, tracking trends and shifts in support over time. Each Member is assigned a grade — Strong Supporter, Supporter, or Negative — based on their votes on specific bills, with each vote weighted according to its significance to Ukraine.
