Introduction

Ukraine Champions are identified through a rigorous, data-driven methodology that evaluates Members of Congress across three key dimensions: demonstrated support for Ukraine, institutional influence, and electoral viability. Support is assessed through voting records on major Ukraine-related legislation and legislative leadership, while influence is measured by roles in leadership and key committees shaping foreign policy and defense. Electoral security is also considered to ensure long-term political durability. The resulting composite score highlights top-ranking Members who not only consistently support Ukraine but also have the power and stability to advance that support effectively within Congress.
