New Congressional Report Card Update: Where Congress Stands Today

The American Ukraine Committee has released an updated Ukraine Support Report Card reflecting the most recent legislative votes on Ukraine. This update incorporates newly added defense authorization legislation and recalculates scores in both the House and Senate using our weighted, vote-based methodology.

The results show continued majority support for the American–Ukrainian relationship — while also highlighting structural and partisan dynamics that shape voting outcomes.

262 House members are classified as Supporters or Strong Supporters of the American–Ukraine relationship.

  • Strong Supporters: 126

  • Supporters: 136

  • Negative: 88

A clear majority of Members continue to vote in favor of key Ukraine-related legislation, particularly high-impact national security and defense measures.

This update incorporates votes on:

  • H.R. 3838 — Streamlining Procurement for Effective Execution and Delivery and National Defense Authorization Act for Fiscal Year 2026

  • S. 1071 — National Defense Authorization Act for Fiscal Year 2026

  • S. 2296 — National Defense Authorization Act for Fiscal Year 2026

The National Defense Authorization Act (NDAA) is one of the most consequential annual defense bills considered by Congress. Because it establishes funding levels, security authorities, and defense policy direction — including provisions impacting Ukraine security assistance — NDAA votes are weighted accordingly in our scoring model.

As high-impact national security legislation, these votes meaningfully influence Member classifications.

What the Report Card Measures

The Ukraine Support Report Card evaluates Members of Congress solely on recorded roll call votes related to Ukraine.

It does not consider public statements, press releases, media appearances, social media, bill sponsorship, or any subjective criteria.

Only legislative votes are included. This ensures the model remains objective and data-driven.

Methodology

Vote-Based Scoring

Scores are calculated entirely from recorded floor votes on Ukraine-related legislation. If a Member votes, that vote is included. There are no narrative adjustments or subjective modifiers.

Weighted System

Not all votes carry equal weight.

Votes are assigned point values based on legislative significance. Major supplemental aid and defense authorization bills receive higher weight, while procedural motions and amendments are weighted according to their impact.

This approach ensures that high-impact funding and security measures meaningfully influence Member scores.

Separate House and Senate Models

The House and Senate are evaluated separately using chamber-specific vote sets that reflect their distinct procedures and legislative calendars.

Majority Party Dynamics

Legislation is introduced and advanced by the majority party. As a result, Members of the majority are generally more likely to vote in favor of legislation crafted under their control.

The Report Card does not adjust for partisan control. It records votes as cast.
