Top Ukraine Supporters - April 2026
April 2026 was a significant month for Ukraine advocacy in Washington.
From newly introduced legislation to congressional pressure that delivered real results, these ten lawmakers stood out for their consistent and meaningful support of Ukraine.
The American Ukraine Committee recognizes the following Members of Congress for their leadership this month:
🔴 Rep. Don Bacon (R-NE-2)
A steadfast Ukraine advocate, Rep. Bacon signed the discharge petition to force a floor vote on the Ukraine Support Act and co-sponsored the Countering Russia's War on Faith Act (H.R. 8433). He continues to be one of the most consistent Republican voices for Ukraine on Capitol Hill.
🔴 Sen. Mitch McConnell (R-KY)
Senator McConnell's Washington Post op-ed — publicly naming those responsible for withholding $400 million in congressionally authorized Ukraine assistance — produced direct results. Defense Secretary Hegseth confirmed the release of the funds days later. This is what accountability looks like.
🔴 Rep. Joe Wilson (R-SC-2)
Rep. Wilson introduced H.R. 8433 — the Countering Russia's War on Faith Act, landmark bipartisan legislation targeting Russia's systematic religious persecution in occupied Ukraine. His leadership in bringing this bill to Congress was a defining moment of the month.
🔴 Sen. John Kennedy (R-LA)
Senator Kennedy introduced S. 4379 — the Countering Russia's War on Faith Act in the Senate, companion legislation to H.R. 8433. His direct and unambiguous condemnation of Russia's religious persecution set the tone for the bill's introduction.
🔴 Rep. Brian Fitzpatrick (R-PA-1)
Rep. Fitzpatrick co-sponsored H.R. 8433 and signed the discharge petition for the Ukraine Support Act. He remains one of the most active Republican co-sponsors of pro-Ukraine legislation in the 119th Congress.
🔴 Sen. Thom Tillis (R-NC)
Senator Tillis continued his support for Ukraine-related legislation in the Senate, reinforcing the bipartisan coalition that keeps pressure on Russia and supports Ukraine's defense.
🔵 Rep. Marcy Kaptur (D-OH-9)
Co-founder of the Congressional Ukraine Caucus, Rep. Kaptur co-sponsored both H.R. 8433 and H.R. 8222 — the End Russian Oil Windfalls Act. Her sustained commitment to Ukraine remains unmatched in the House.
🔵 Sen. Sheldon Whitehouse (D-RI)
Senator Whitehouse co-sponsored S. 4379, bringing bipartisan weight to the religious freedom legislation. His consistent engagement on Ukraine-related legislation continues to make a difference in the Senate.
🔵 Rep. William Keating (D-MA-9)
Rep. Keating co-sponsored multiple pieces of pro-Ukraine legislation this month, including H.R. 8222. A consistent presence on Ukraine issues in the House Foreign Affairs Committee.
🔵 Rep. Gregory Meeks (D-NY-5)
Rep. Meeks sponsored H.R. 8222 — the End Russian Oil Windfalls Act — and co-sponsored H.R. 475, the Sanction Russian Nuclear Safety Violators Act. His legislative output on Ukraine in April was among the highest in the House.
