The SHADOW Fleet Sanctions Act Has 16 Senators. Does Yours?

Russia cannot fund this war without oil revenue. And it cannot move that oil without its shadow fleet — hundreds of tankers specifically designed to evade Western sanctions, sailing under obscure flags with hidden ownership, delivering Russian crude to buyers who would otherwise face legal consequences for purchasing it.

S. 2904, the SHADOW Fleet Sanctions Act, was introduced to close that gap. It targets those who harbor, facilitate, or profit from sanctions evasion — the ships, the networks, and everyone who keeps the system running.

Since its introduction in September 2025, the bill has gained 16 bipartisan cosponsors. That is significant momentum. But it needs more — and it needs a vote.
