U.S. Approves $373.6M Munitions Package for Ukraine

On May 5, 2026, the U.S. Department of State formally notified Congress of a possible Foreign Military Sale to Ukraine: 1,532 JDAM-ER tail kits — Joint Direct Attack Munitions with Extended Range, valued at an estimated $373.6 million.

What is JDAM-ER, and why does it matter?

JDAM-ER is a precision guidance kit that converts conventional unguided bombs into GPS-guided, extended-range weapons. The "extended range" component adds a glide wing kit that significantly increases the effective strike distance — allowing aircraft to release munitions from greater standoff distances, well outside the range of short-range air defenses.

In practical terms: Ukraine's aircraft can strike high-value targets more precisely, more safely, and from further away than ever before.

For a country operating F-16s and defending against one of the world's largest military forces, this is a meaningful capability upgrade.

The Details

The notification covers:

1,200 KMU-572 JDAM tail kits
332 KMU-556 JDAM tail kits
FMU-139 fuze systems, support equipment, spare parts, software, and contractor logistics support

The principal contractor is Boeing Company, based in St. Louis, Missouri.

The State Department's notification states the sale "will support the foreign policy and national security objectives of the United States by improving the security of a partner country that is a force for political stability and economic progress in Europe."

The Broader Picture

This sale does not exist in isolation. It reflects a sustained U.S. commitment to ensuring Ukraine has the tools to defend itself — not just on the front line, but through precision capabilities that reduce Ukrainian casualties and increase operational effectiveness.

Precision weapons reduce collateral damage. They extend the reach of a smaller air force against a numerically superior adversary. And they reinforce the principle that Ukraine's right to self-defense is backed by concrete, capable support.

Ukraine is fighting. The United States is supplying the tools. Congress must also close the financial gaps that continue to fund Russia's war effort.

Take Action

Russia continues to evade sanctions through shadow fleets and third-party networks. Congress must act to close those gaps.

Contact your U.S. Senators and urge them to support S. 2904 — the SHADOW Fleet Sanctions Act:
