From Drone Defense to Reconstruction: The Case for Standing Together

While Russia continues its relentless campaign of drone and missile strikes against Ukrainian cities, Ukraine is responding the way it has throughout this war - with resilience, innovation, and resolve.

This week, Defense Minister Mykhailo Fedorov announced that Ukraine is developing low-cost interceptor missiles designed to shoot down Russian Shahed drones, with several systems already in testing. Launched under a presidential directive, the program focuses on scaling up affordable air defense solutions capable of countering Russia's mass drone attacks.

As Fedorov put it:

"We have already identified solutions that are close to readiness and have started testing them."

Ukraine aims to rapidly expand production and build up stockpiles ahead of autumn and winter, when Russian strikes are expected to intensify. The new interceptors are also being designed with future threats in mind, including faster, jet-powered Shahed variants.

A Defense System That Is Already Working

Ukraine's air defenses are not just innovative, they are effective. President Volodymyr Zelenskyy has reported that Ukraine's air defense forces now intercept more than 90% of Russian attack drones.

"Our air defense system is already showing a very high interception rate — more than 90% for drones," Zelensky said, while noting that protection against ballistic missiles remains a key gap that needs strengthening.

Ukraine is also rolling out a new air defense model built around mobile fire groups, short-range systems, and interceptor drones, with the long-term goal of building an "anti-drone dome": a layered defense system designed to destroy aerial threats before they reach critical targets.

Every additional air defense missile, as Zelenskyy noted, translates directly into saved lives, better-protected cities, and stronger protection for critical infrastructure.

Why This Matters for U.S. Support

Ukraine is doing its part - investing in homegrown technology, scaling production, restarting recruitment, and stretching every dollar to protect its people. This is a country that meets every challenge with determination and ingenuity.

But innovation alone cannot rebuild what Russia destroys night after night. Ukraine's defenders need sustained partnership: support for reconstruction, for defense, and for the continued economic pressure that limits Russia's ability to wage war.

That is exactly what H.R. 2913, the Ukraine Support Act, provides.

What H.R. 2913 Does

H.R. 2913 is a comprehensive legislative package that:

  1. Supports Ukraine's sovereignty and defense, reinforcing Ukraine's right to defend its territory and people

  2. Backs reconstruction, helping Ukraine rebuild homes, energy infrastructure, and critical services damaged by Russian attacks

  3. Strengthens sanctions and export controls targeting Russia

  4. Counters Russian disinformation, protecting democratic societies from coordinated influence operations

  5. Reinforces transatlantic security cooperation with European allies

Why Congress Must Act Now

Despite broad bipartisan support, H.R. 2913 has faced delays in Congress. Lawmakers recently took the rare step of using a discharge petition to push the bill toward a House vote after leadership declined to advance it, a clear signal of how many Members of Congress recognize the urgency of acting.

Ukraine is preparing for a difficult autumn and winter. Russia is preparing to intensify its attacks. The time for Congress to match Ukraine's determination with concrete action is now.

Strong support for Ukraine, and continued pressure on Russia, remains critical to defending international law, protecting democratic allies, and reinforcing global stability.

The Bottom Line

Ukraine has shown the world what courage and innovation look like under fire. A 90% drone interception rate, homegrown interceptor missiles, an emerging "anti-drone dome", these are the achievements of a nation determined to survive and win.

Now it is time for the United States to stand firmly alongside that effort.
H.R. 2913 is how Congress can help.
