Sanctioning Rosatom: The RESCUE Act

Congressman Tom Kean Jr. introduced the RESCUE Act (H.R. 8106) — legislation to impose sanctions on Rosatom, Russia's state-owned nuclear energy corporation, cut off its global revenue stream, and help U.S. allies transition to alternative energy sources.

The case is straightforward: Rosatom supplies over 70% of the world's nuclear energy exports. That revenue flows directly to the Kremlin — financing Russia's ongoing war against Ukraine. As Congressman Kean put it: "Russian nuclear energy revenue fuels Putin's illegal war in Ukraine. The United States and our allies must not continue financing Moscow's aggression."

The RESCUE Act would close this critical gap — making clear that nuclear energy profits are not exempt from accountability.

Protecting Chornobyl
A $100 Million U.S. Commitment

On April 29, 2026, the U.S. Department of State announced its intention to provide up to $100 million toward coordinated G7 efforts to restore the New Safe Confinement (NSC) arch at the Chornobyl Nuclear Power Plant in Ukraine.

The NSC — built with a 100-year lifespan — was damaged in a drone strike during Russia's ongoing war. Without repairs, it can no longer provide adequate protection over Chornobyl's main reactor areas, creating the risk of a dangerous radioactive leak across Europe.

The United States is committing 20% of the G7's estimated $500 million repair cost — and is calling on all G7 and European partners to follow suit.

This is U.S. leadership in action: protecting not just Ukraine, but the entire European continent from the consequences of Russia's reckless aggression.

Russia's war has consequences that extend far beyond Ukraine's borders — into nuclear safety, global energy markets, and international security. The United States is stepping up. Congress must do the same.
