H.R. 8433: Holding Russia Accountable for Religious Persecution
Russia's war on Ukraine is not only a war on territory. It is a war on faith.
Not a single Ukrainian Catholic Church remains standing in Russian-occupied Ukraine. Dozens of Evangelical ministers have been arrested, tortured, and silenced. Places of worship have been bombed, seized, and destroyed. These are not accidents of war — they are deliberate acts of religious persecution.
And until now, those responsible have faced no consequences under U.S. law.
H.R. 8433 changes that.
What the Bill Does
The Countering Russia's War on Faith Act requires the Secretaries of State and Defense to jointly report on Russia's systematic violations of religious freedom in Ukraine and Russian-occupied territories. It further mandates sanctions against any individual found responsible for such violations — creating real, documented accountability for crimes against people of faith.
This is targeted. This is enforceable. And it is long overdue.
