On September 18, the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 became law. Section 113 requires duties of up to 100% on goods from the largest buyers of Russian oil and gas that kept buying after October 18. That date has now passed, and the lists of these countries have not been made public. So we put the data together ourselves.
On The Call, We Will Cover:
1. What our new one-pager shows. Who bought the most Russian crude and gas over the past 12 months, which countries qualify for tariffs in our assessment, and what the October 16 waiver means under the law.

3. How to put them to work. We will show you, step by step, how to send these materials to your Senators and Representative, and answer all your questions.
